The Health Equity and Policy Initiative (HEAPI) has formally asked Uganda’s National Identification and Registration Authority (NIRA) for documents detailing the Data Protection Impact Assessment (DPIA) and Data Migration Policy for the National ID system. This step aims to ensure transparency and accountability in managing personal data during the mass National ID enrollment and renewal process. HEAPI emphasizes that Uganda’s Data Protection and Privacy Act (DPPA) and 2021 Regulations require proper risk assessment, safeguards, and notification regarding the handling of sensitive personal and biometric data. The request highlights the critical need for openness and the protection of data subject rights in national data initiatives.
